"to stop and Italian talking just block his or her hands."

It means refusing their hands makes them uncomfortable.

    It's about the aspect:Uncertainty Avoidance

Italians are not comfortable in ambitious situations.

Fromality in Italian society is important and Italian penal and civil code are complicated with clauses, codicils etc.

What is surprising for the foreigns is the apparent contradiction between all the existing norms and procedures and the fact that Italians don't always comply with them.

In Italy the combination of high Masculinity and high uncertainty avoidance makes life very difficult and stressful.

To release some of the tension that is built up during the day Italians need to have good and relaxing moments.

Because when ltalians talk, they like to use their hands to show their thinking and ideas. Gestures are an important form of expression.Sometimes they just need to make hand  gestures, and they can understand what they mean without speaking to each other. So when you block them hands you stop them from gesturing and expressing their feelings.

The Italian tradition of gesturing dates back to the 7th and 8th centuries BC, when ancient Greece colonized the country. So italians in places like Campania and Sicily are particularly fond of using gestures. Italy has always had a large immigrant population, a mixture of languages and dialects. In order to facilitate communication, a system of regular gestures was developed.

Italians like to emphasize and express their feelings with their hands when they speak. They usually keep their hands in a high position to ensure that they can take the initiative in the dialogue at any time. When you block their hands, you stop them from making gestures and expressing their feelings. So the "hand" is also called the "third mouth" of Italians.

Italians are better at using gestures to make them understand what they want to mean. They can express all kinds of meanings in different directions by hand gestures. If you know italian gestures, everyday life can really be a word without saying. For historical reasons, Italian merchants used to have to deal with people from different countries, and they couldn't know the language of every country's merchants. So this has created an Italian passion for body language that continues to this day.Another reason is that Italy is actually a very noisy country, and using gestures to communicate ensures that they can communicate smoothly even in a noisy city.

The hand is called the third mouth of the Italians. This shows that Italians place high priority on gesture culture and body language. Italians prefer to openly expressed thoughts and feelings. So I think when chatting with thieir hands, they can more fully express their feelings and affective emotions. In my opinion, gesture culture is very important in any occasion and in any country, which likes the salt when we cook. Whitout salt, the meal would be tasteless. Similarly, without appropriate gesture, people's expressions would be less appealing.
